Jorge Luis Salas, chairman of the National Electoral Arbitration Council (JNE), has vowed not to commit fraud in Peru’s second presidential round, which will face Costillo and Keiko Fujimori in Point Pedro on Sunday because it is a “perverse conspiracy” to respond.
