FSC-CCOO announces demonstrations to demand scientific law guaranteeing rights of research staff

The Federation Division of CCOO Citizenship Services Consortium (FSC-CCOO) In the Supreme Council for Scientific Research (CSIC) pick up Mobilizing against the law of science With a massive gathering in front of the House of Representatives tomorrow, Thursday, June 23, in conjunction with the general vote on the amendments submitted by the parliamentary blocs.

The union’s decision came in response to the surprise on June 8 in the Congressional Science Committee, when the opinion of the draft amendment to the Science, Technology and Innovation Act and the amendments submitted by various groups of parliamentarians was voted on. Most of them were rejected, with the aim of improving working conditions for research personnel.

This scenario is unimaginable for our trade union division of the CSIC, framed in the State Public Administration Sector of the FSC-CCOO, which does not understand this refusal to introduce changes after months of listening to parliamentary groups supporting the need to reach an agreement for science and highlighting the importance of research to counteract Country and Planet Challenges.

From the union we appreciate very positively some of the modifications that you were able to introduce through social dialogue into the text, such as compensation for contract termination of pre-doctoral and post-doctoral contracts, recognition of all research work, both within and outside OPIs, such as as benefits in five-year periods, contracts The long-awaited unidentified associated with search lines or groups, which comes along with the work reform.

On the contrary, The FSC-CCOO lists aspects of labor rights for the workforce in which the standard is deemed insufficient:

  • The most dangerous element is maintaining instability, by allowing temporary employment with competitive European funds.   • More than half of the research staff – technicians and administrators – still do not have a professional career. A core research team that is again being overlooked.

  • Postdoctoral employees suffer from salary requirements that depend on the organization that hires them, as they are not regulated by the Postdoctoral Personnel Act.
  • Despite the rhetoric, there is no obligation to return immigrant talent, by not allowing any experienced postdoctoral researcher to apply for an R3 degree.
  • Multi-year and sustainable public sector funding for research remains a dream, subject to budgetary laws.
  • Although approved in the committee, individual votes were submitted for re-vote on Amendments 250 and 298 that opened jobs for research staff in hospitals, and other enforcement agents in SECTI.
