According to the FGR, Rugamas and Posada Cuadros were the leaders of the group that offered the victims “discounts and benefits on tour packages and plane tickets that were falsified.” When people tried to redeem the packages they had advertised and bought, they could not redeem them because they were fake.

“Tickets issued by this company ranged from $800 to $4,000 dollars. When the victims wanted to pay for the packages they purchased, the company denied them service or stopped responding to them,” the prosecutor's office said.
